Ten Policy Measures to Promote Cross-Strait Exchanges and Cooperation
At the invitation of the CPC Central Committee and General Secretary Xi Jinping, Cheng Li-wun, Chairperson of the Kuomintang (KMT), led a delegation to visit the mainland from April 7 to 12. General Secretary Xi Jinping met with Chairperson Cheng Li-wun and delivered an important speech, providing direction for the development of relations between the two parties and across the Taiwan Strait. To promote the peaceful development of cross-strait relations and enhance the kinship and well-being of compatriots, the Taiwan Affairs Office (TAO) of the CPC Central Committee, in consultation with relevant departments, is authorized to release the following policy measures:
Explore the establishment of a normalized communication mechanism between the CPC and the KMT. On the common political foundation of adhering to the “1992 Consensus” and opposing “Taiwan independence,” and upholding the philosophy that “both sides of the Strait are one family,” the Communist Party of China and the Kuomintang will respond to the shared aspirations of compatriots for peace, development, exchange, and cooperation. More robust measures will be taken to actively promote cross-strait exchanges and integration, working together with compatriots on both sides to create long-lasting well-being for the Chinese nation and write a brilliant new chapter in its history.
Establish a mechanized platform for bilateral youth exchanges between the CPC and the KMT. The All-China Youth Federation (ACYF) and the KMT Youth Affairs Development Committee will regularly host cross-strait youth exchange activities. The ACYF and other relevant mainland units will invite 20 youth groups from the island to visit and exchange with the mainland annually.
Promote the provision of water, electricity, gas, and bridge connections from coastal areas of Fujian to Kinmen and Matsu where conditions are met, thereby enhancing the interests and well-being of the residents of Kinmen and Matsu.
Promote the full restoration and normalization of direct cross-strait air passenger services to further facilitate personnel movement. Support the swift resumption of cross-strait flights in cities such as Urumqi, Xi’an, Harbin, Kunming, and Lanzhou. Support Kinmen in sharing the use of Xiamen’s new airport.
Establish communication mechanisms based on the “1992 Consensus” and opposition to “Taiwan independence” to facilitate the entry of Taiwanese agricultural and fishery products that meet inspection and quarantine standards. Support these products in participating in various mainland exhibitions and matchmaking events to expand sales channels.
Refine management regarding Taiwan-related fishery access. Research the construction of docks and berths in qualified areas to serve the docking of Taiwan’s ocean-going fishing vessels and the landing of their catches. Research measures to facilitate the sale of Taiwan’s ocean-going self-caught fish in the mainland.
Provide facilitation for the registration of eligible Taiwanese food production enterprises in the mainland and the importation of Taiwanese food products.
Research the establishment of new small-scale commodity trading markets for Taiwan in areas where conditions permit, supporting Taiwanese micro, small, and medium-sized enterprises in expanding into the mainland market in accordance with laws and regulations.
Allow the introduction and broadcasting of Taiwanese TV dramas, documentaries, and animations with correct orientation, healthy content, and high production quality on mainland satellite TV channels and online audiovisual platforms. Taiwanese practitioners may participate in the creation of mainland “micro-dramas” (short-form web series) through various means. Promote the screening of film and television works that showcase cross-strait kinship and a better life to foster the protection, inheritance, and innovative development of Chinese culture.
Promote the resumption of the pilot program for individual travel (FIT) to Taiwan (main island) for residents of Shanghai Municipality and Fujian Province.
